Utility Billing
Starting Service
You can set up new utility service in person, by fax, or online. To do this, you’ll need:
Valid photo ID (like a driver’s license)
Your Social Security card
A deposit may be required
If you prefer not to put down a deposit, you can instead show documentation from another electric provider confirming a satisfactory credit report.
We accept: cash, personal checks, money orders, certified checks, or credit/debit cards for deposits.
Discounts & Special Plans
Senior Citizen Discount
If you are 65 years or older, and you own or lease the property where you live, you may be eligible for a $6.00/month discount on your water service.
You must provide ID to prove your date of birth.
Other Options
Direct Debit: Automatically pay your bill from your bank account.
Budget Plan / Equal Payment Plan: Spread out your payments evenly throughout the year.
Paying Your Bill
We accept credit or debit cards as well as e-checks through Martinsville Citizen Self Service.
e-checks have a $0.50 processing fee.
Credit card convenience fees vary; minimum fee is $1.00.
All bills are payable at the City Treasurer’s Office.
For your convenience, there is a drive-through window and a night depository available.

Utility Billing is located in the Martinsville Municipal Building at 55 W Church Street, 1st floor, Room 103, adjacent to the Treasurer's Office.
