Overview

Council members' collective understanding of community needs, knowledge of cross-governmental issues, and their vision of the future provides the foundation for basic neighborhood-level services and the development of future citywide plans. City Council develops a strategic plan which sets forth program goals and objectives and lays out action steps for the City administration in order to achieve Council's goals. City Council elections are held every two years and terms are staggered for five Council members elected at large to four-year terms.

Form of Government

Martinsville adheres to the Council-Manager form of government. The City Council enacts local legislation, adopts budgets, determines policies, and appoints a professional City Manager to carry out day-to-day administrative government operations. The best comparison to the private sector is that the council serves as the policy-making and budget-setting body much like a corporate board of directors sets the path for its CEO, the City Manager.
